Every person's access is set by the groups they are in — per module, per campus. A youth leader sees what a youth leader needs.

Sensitive incidents are named, not shared

Access to an individual incident is granted to named people, and a report can be locked to the department handling it.

Every view is logged

You can see who opened an incident and when. That is the answer to the question a church board actually asks.
